1949年,國民政府來台,在各個層面,都讓台灣有了一次巨大的變動;1950年韓戰爆發,美國同時向世界伸出援手,自1951至1965年,每年借貸給台灣一億美元,推行農改與各項民生建設,並共同成立「中國農業復興委員會」,展開了這段影響台灣甚鉅的「美援年代」。

本單元從當時製作的許多影片中挑選出4部政宣影片,主題聚焦居家衛生與農業增產。透過現代眼光回首影片,明白過去如何影響我們的食衣住行,台灣又是如何走過好氣又好笑的荒謬從前。

Bumper Harvest

Can we imagine what situations our famers faced more than half a century ago? It was a time when agricultural machinery, irrigation system and artificial fertiliser began to be introduced into farming in Taiwan. Narrated in the Taiwanese dialect, A Bumper Harvest invites us to travel back to visit the Taiwanese farmland in the 1950s.

 

The Agrarian Reform

The terms such as "the 375 rent reduction", "leasing of government-owned land to tenants", "the sale of public land to farmers" and "land reform" which appeared only in the text books are now being passionately spoken in this film, bringing us back to the strict regime more than six decades ago.

In a Taiwanese farming village in the 1950s, love permeates the air. What will happen when the three main components in fertiliser - nitrogen, sulphur and potassium, are catalysed by love? Well, let the young dashing agricultural instructor show you the answer!

Family Planning in Taiwan

Family planning is the most important public health project in Taiwan in the 1960s, and it changed the demography of Taiwan in just two decades. Facing such a high birth rate, the medical staff promoted "Lippes loop", an invasive contraceptive device from the US, so hard that it became the most popular choice for women.

The Livestock Industry in Taiwan

The film aimed to draw the farmers closer. Narrated in Taiwanese dialect and set on a farm in the romanticised rural area, it demonstrates how a boar of a foreign origin mates with a sow of a Taiwanese breed in detail.

Reel Taiwan 1951-1965

When the KMT government arrived in Taiwan in 1949, they brought dramatic changes upon Taiwan in every aspect. As the Korean War broke out in 1950, the US government provided many developing countries with aids. From 1951 to 1965, the US government offered the KMT government an annual loan of 100 million US dollars, used to promote the agricultural reform and other policies. The two governments established the Joint Commission on Rural Reconstruction together, and what happened in this period had huge impact on Taiwanese society.
 
In this programme, we rediscovered a batch of propaganda films of that period and divide them into four strands, focusing on household hygiene, increasing the agricultural production and improving the animal industry. Now when we watch these films, we see what a ridiculous, sometimes outrageous and yet funny period our coutry had gone through.
