The word ”Pelym”refers to Russia many remote penal colonies. These camps are well known for their strict regime as well as the harsh living and working conditions. Structured in episodes, this film takes a look at life today in the penal colony and region of Pelym.

It is a little town near St.Peterburg. Once a week, on Tuesday, it is bread day. A locomotive abandons near the village a truck loaded with loaves of bread, and the inhabitants push this truck along the bumpy and battered railway track. Once the bread is put on sale, endless difficulties arise. Then come the complaints ﹍

Hou Hsiao-hsien is a now well-known director in international film circles. This film is a collaboration between Taiwan's Public TV Services Foundation and a French company, directed by Olivelier Assayas, an up and coming French director. Hou Hsiao-hsien's cinematic art and power are explored from an international perspective.

The film is a story about forgiveness. Tang, an arsonist who killed sixteen innocent people and is convicted of the death penalty.Du,one of the victims' sister, wrote a letter of forgiveness to Tang in jail. Thus she changed Tang's attitude about death, and found him a way to home.

His boat founders while the camera is watching. Thus begins the desperate quest of a man who is more attached to his shipwrecked ”Anak Kelana”stranded on a beach of Goats' island than to anything else in the world.
